Christner analyzed the site, infrastructure and cost implications of replacing the Fulton State Hospital. Our master plan consolidates minimum, intermediate and maximum security housing into contiguous buildings with appropriate service/security level divisions. By consolidating the building footprint, the plan improves staffing accessibility, increases the efficiency of the infrastructure, and expands client program opportunities.
Our plan layout accommodate 75 minimum security and 450 intermediate to maximum security clients. We developed a series of shared support spaces around a pod concept. Three wards (each housing 25 rooms) are grouped in each pod.

We designed the new Fulton Campus in three zones responding to the sloped site - public, intermediate/ maximum security areas, and minimum security services.
Our goals for the main entry included preserving the existing community park along the entry road, giving minimum security a separate drop off and entry, and creating a more convenient visitor experience.
The new pods are self-contained units with phasing and expansion capability. Each features outdoor recreation and clerestories for natural light.
One of our challenges for this study was to consolidate the entire Fulton State Hospital program, currently spread over three sites, onto one 55-acre site. The majority of the program areas are on a single level.
Planners allowed for a dedicated entry for minimum security clients on the ground floor, emphasizing its separate identity and program.
We accomplished multiple levels of security on the first floor, with a public zone, secured staff areas, and intermediate/maximum security program spaces.
